Voters With Special Needs

St. Johns County offers a variety of options to accommodate voters with special needs.

In Person (Early Voting and Election Day)


All polling locations during Early Voting and on Election Day are supplied with ExpressVote ballot marking devices. Voters with disabilities may use the touch-screen ballot marking device which provides ballots in both audio and visual formats, with additional ADA compliant functions to ensure voter independence when marking their ballot. Voters have the ability to review their selections and make changes before printing their ballot. After printing, the voter will insert their marked ballot into the DS200 for tabulation.


If needed, a voter can bring someone to assist them, or request assistance from an election official. The person assisting the voter must fill out a Declaration to Provide Assistance form, and cannot be their employer, agent of the employer, or union representative.

101.051 - Electors seeking assistance in casting ballots; oath to be executed; forms to be furnished.

Any elector applying to vote in any election who requires assistance to vote by reason of blindness, disability, or inability to read or write may request the assistance of two election officials or some other person of the elector’s own choice, other than the elector’s employer, an agent of the employer, or an officer or agent of his or her union, to assist the elector in casting his or her vote. Any such elector, before retiring to the voting booth, may have one of such persons read over to him or her, without suggestion or interference, the titles of the offices to be filled and the candidates therefore and the issues on the ballot. After the elector requests the aid of the two election officials or the person of the elector’s choice, they shall retire to the voting booth for the purpose of casting the elector’s vote according to the elector’s choice.

Some voters may need language assistance due to limited proficiency or inability to read, write or speak English. 

  • Bring along a person to interpret as long as that person is not an employer, an agent of the employer, or union representative
  • Request language assistance from a bilingual poll worker or translator services by phone from bilingual staff at the Elections Office who speak Spanish
  • Request voting and registration information that is available in Spanish

Vote-by-Mail (Enhanced Voting System and Vote-by-Mail Ballots)

The Enhanced Voting system is available for military and overseas voters, and voters with disabilities. Enhanced Voting allows voters to receive a vote-by-mail ballot through an electronic ballot delivery and marking system, offering the means for voters to mark secret, independent, and verifiable vote-by-mail ballots without the assistance of another person. Enhanced Voting offers voters with special needs the option to increase font-size, alter contrast ratios, language translation, and more.


After marking, the ballot must be downloaded and printed, and returned to the Supervisor of Elections Office by the statutory deadline. All ballot return instructions are provided to the voter through the system.

Vote-by-Mail ballots are available to all voters upon request. A request covers all elections through the end of the calendar year of the next regularly scheduled general election, unless specified otherwise. To receive a Vote-by-Mail ballot, the voter or authorized person must make a request in one of the following ways:
